DHS Workshop Background Packages Support

Azimuth’s GIS & Mapping Group, working alongside our Intelligence Group, developed comprehensive background packages to support a DHS-sponsored series of municipal tabletop exercises. These packages provided DHS analysts with detailed overviews of key cities where scenario-based workshops were conducted.

To support interactive analysis and planning, Azimuth created custom, secure web mapping applications tailored to DHS requirements. These web-based tools enabled analysts to explore geographic features, generate on-the-fly map views, and facilitate dynamic, unscripted discussions during workshops.

Key features of the web mapping interface included:

Customizable map layers (road, terrain, and imagery views)

Interactive tools: Identify, Draw, Measure, Bookmarks, and Distance Buffers

Each background package delivered by Azimuth included:

Critical Infrastructure (CI) Analysis – Identifying assets vulnerable to events ranging from localized incidents to large-scale catastrophes

Area Assessments – Including threat assessments and environmental and cultural context

GIS-Produced Maps – Custom visuals detailing infrastructure, transportation networks, and areas of concern

West Virginia National Guard Irregular Warfare Dynamic Scenario Training Support

Azimuth’s GIS & Mapping Group partnered with the West Virginia National Guard to develop a dynamic, scenario-based training exercise focused on irregular warfare. Central to this effort was the creation and maintenance of a comprehensive in-house geodatabase, populated largely with data collected and processed by Azimuth’s own GIS analysts.

For this project, Azimuth produced hundreds of specialized maps to support mission planning, training, and execution. These included:

Wall maps and presentation maps

Large-format operational maps

Red-light readable maps for low-light use

Map books and ruggedized field map binders

In-house generated topographical maps

GeoPDFs and interactive web maps

To further enhance planning capabilities, Azimuth employed terrain, network, and imagery analysis to perform site suitability studies, helping reduce time spent in the field and improving operational efficiency.With a workflow built around continuous feedback from military partners, Azimuth successfully established a scalable, centralized data repository—a clearinghouse for geospatial information jointly curated by Azimuth and the West Virginia National Guard. This collaborative approach ensures high accuracy, relevance, and adaptability across all mission requirements.
